What is the idea of having a talking dog and talkinb baby on Family Guy?

Don’t really get this show completely, I have been told that it is supposed to depict life in Rhode Island, but not sure if the talking baby and pet may mean that they are stoned and think that the baby and pet talks or what??

IIt’s funny because in real like, dogs and babies don’t talk. The baby (Stewie) talks, but only we the audience, and Brian (the dog) understand what he says. Think about it like if a one year old told you to go to hell, you wouldn’t take it personally because a one year cannot know what he’s even saying. For the most part only Brian, the only other member of the cast who should not even be able to talk is the only one that has conversations with the baby. Brian also drives a car, went to college, and has sex with human woman. The joke here is that everyone seems to forget he’s a dog.

The family hears a cranky crying baby but we are privy to what he’s thinking.
