I am trying to find the name of a movie I saw years ago and loved…. It was about a girl that wouldnt talk…

So, I don’t remember how many years ago I saw this, but I think of it every once and a while and wish I could see it again. There is a woman that somehow meets a girl that she thinks is a mute. She wants to talk but won’t. Oh yeah…a storm comes and the basement is getting flooded and the woman somehow knows to go down there and the girl is in a cage…. The girl was never allowed to cry as a baby or talk as a child because the man of the house didn’t want anyone knowing about her, so they hid her away in the basement. Her mom had either gotten pregnant by her own father that was the man of the house or by the doctor…. A doctor was there to deliver her but he was a part of keeping her a secret….The lady that finds her is trying to get her to talk??? I really want to be able to watch this movie again, but have no way of finding out what it is. So I hope someone out there will be able to help me….I will sure appreciate it, thanks:)
